Mobile Virtual Network Operator - Mobile phone operator who does not spectrum of frequency own, and usually not more telecom infrastructure. It simply purchase minutes telephony traditional operators then resells it to customers.
Example: Debitel, Omer Telecom Mobile and M6 are MVNOs that have established partnerships with SFR for the first, and Orange for the last two.
MySQL
